Carriage of Goods by Road involving non-EU Countries (ECMT)
The carriage of goods by road using trucks with a gross vehicle weight exceeding 3,500kgs - HGVs - between Malta and non-EU countries may be done moslty through the ECMT licences issed by the Internaional Transport Forum (ITF) - for more information click here.
Transport operations conducted using ECMT licences shall comply with the rules and conditions stipulated in the ECMT User Guide and ECMT Quality Charter.
Applying for ECMT Licences
ECMT licences may be issued by Transport Malta to undertakings holding a Road Haulage Operator Licence for International Operations, as described here.
ECMT licences are valid for road haulage operations involving one or more of the following countries:
- Albania;
- Armenia;
- Azerbaijan;
- Belarus;
- Bosnia-Herzegovina;
- Georgia;
- Moldova;
- Montenegro;
- North Macedonia;
- Russia;
- Serbia;
- Turkey;
- Ukraine.
Undertakings may apply for these licences by submitting form RHOL-E1 along with the supporting documents required therein.
