Flight Crew Licensing

The Personnel Licensing Unit is responsible for the issue of Part-FCL pilot licences, ratings and certificates, including certificates of validation, issued under the Aircrew Regulation (Commission Regulation (EU) 1178/2011 as amended).

The Unit is responsible for the certification of Approved Training Organisations in accordance with Part-ORA, the approval of training courses, and the certification of examiners.

The Personnel Licensing Unit is also responsible for the issue of the Flight Radiotelephony Operator’s, licence, the conduct of theoretical examinations for the issue of Part-FCL licences, the assessment of Language Proficiency and the issue of certificates of validation of microlight pilot licences.

Flight Crew Licensing – Malta National Private Pilot Licences

The Personnel Licensing Unit is responsible for the issue of national pilot licences, ratings and certificates issued under the Air Navigation Act, as amended).

The Unit is responsible for the certification of Flight Schools for Malta NPPL and the approval of training courses, in accordance with the Air Navigation Act, as amended.

Cabin Crew Training Organisations

The Personnel Licensing Unit, is responsible for the certification of Cabin Crew Training Organisations in accordance with Part-CC and the approval of their training courses.

ATC Licensing

The Personnel Licensing Unit is responsible for the grant, revalidation and renewal of Air Traffic Controller Licences, Student Air Traffic Controller Licences, Apron Controller Licences and the Student Apron Controller Licences and associated ratings.

The Personnel Licensing Unit is responsible for the approval of Training Organisations and approval of Courses, Instructors and Assessors.

As per the Constitution of Malta Act Chapter 1 Article 5 (2), the Maltese and the English languages and such other language as may be prescribed by Parliament (by a law passed by not less than two-thirds of all the members of the House of Representatives) shall be the official languages of Malta and the Administration may for all official purposes use any of such languages, provided that any person may address the Administration in any of the official languages and the reply of the Administration thereto shall be in such language.
